What versionbits are attempting to do is quorum sensing-- trying to determine what you will do-- so that all participants can do it at once. For it to achieve its end there should be little to no incentive to dishonestly signal it.

The assumption is that it's wanted. Purpose of BIP9 is so that it will only happen once miners would actually enforce it.
